Our client seeks a Head of People & Culture to join their team.
 
Specific Responsibilities to include:
Human Resources
  • Lead the HR strategy for the business in line with the 2024 - 2027 Strategy (People Pillar) and in collaboration with the CEO.
  • Oversee the human resources function, incorporating staff recruitment, performance management, training and development and policies to support a high performing organisation. Utilise a risk based and pragmatic approach to ensure policies and procedures are up to date and implemented.
  • Strategic oversight and input into the Staff Handbook setting out the standards expected of all staff of the
  • Actively propose and lead additional rollout of HR protocols and processes in line with Isle of Man Government and best international practices, for example the oversight of the HR function including the  response to Isle of Man law changes and developments in all HR matters such as equality legislation, flexible and remote working, succession planning and well-being initiatives.
  • In conjunction with the Chief Executive assist with the annual salary review.
  • Act as a key member of the Human Resources and Compensation Committee and assist the Committee in the execution of its mandate.
  • Oversee the focused and comprehensive performance management approach, including utilising performance improvement plans where appropriate, actively implementing and overseeing staff development and training plans.
Culture
  • Take the lead role in the continued enhancement of the culture to reflect its values and mission, fostering a high performance, inclusive and diverse work environment.
  • Continue to refine/propose initiatives to enhance employee engagement, well-being and morale.
  • Conduct regular assessments of the organisational culture and implement improvements based on feedback.
  • Be a change agent: actively support and adopt changes, enterprise wide and in the People & Culture Division, in the continued drive for improvements and automation.
  • Maintain and enhance systems for collecting and acting on employee feedback to continuously improve the workplace environment.
Finance
  • Act as Budget Holder and Designated Finance Officer.
  • Ensure appropriate governance (monitoring, reporting and communicating) and efficient procedures to manage the finance function.
  • Liaison, as required, with Treasury in respect of financial matters pertaining to the company.
  • Proactively oversee the income and expenditure budget ensuring that it remains within the targets set and is utilised in a risk-based manner to maximise efficiencies.
  • Co-ordinate and prepare the financial submissions to the Treasury, in a timely manner.
  • Report quarterly to the Senior Steering Group and Board on the revenue and expenditure against budget.
  • Ensure that the Authority complies with the Isle of Man Government's Financial Regulations.
  • Oversee the annual audit of the accounts.
Facilities Management
  • Oversee all facilities management matters including office accommodation, security and general health and safety, ensuring compliance with health and safety legislation and best practice.
  • Ensure efficient use of resources and carbon footprint reduction efforts (including climate change reporting) to support the Net Zero Commitment of the IOM Government.
  • Responsibilities for reception management.

  • A strategic thinker that contributes to the priorities and strategic projects and common risk areas in addition to managing the People & Culture Division.
  • A forward-thinking leader who sees people strategy, culture and financial management, as more than checking boxes.
  • An individual with strong analytical, problem solving, decision making and organisational skills.
  • A team player who supports cross-divisional collaboration, consistent policy development and practices and has an innate ability to clarify even the most complex of concepts.
  • Someone who will utilise and champion technology where appropriate to support and improve delivery of the mandate.
  • A tested leader who has shown their interest and commitment to developing others and a high performance, inclusive and diverse culture.
  • An individual with excellent communication skills and the ability to handle difficult and confidential issues.
  • Experience in dealing with senior officials both within Government and industry.
As a member of the Executive Team, additional responsibilities include:
  • Contribute actively to strategy setting, risk horizon scanning and to a positive culture
  • Embrace and support a risk-based approach not only in the People & Culture Division but across the business, including ongoing triage of work efforts and resources to achieve completion of highest priorities.
  • Volunteer/take on additional projects/tasks to support the Chief Executive, the Executive Team and Board and carry out any other duties as required.
  • Collaborate with Executives across divisions to achieve efficient and effective implementation of strategic initiatives and divisional work plans.
  • Suggest and implement the wider use of metrics/divisional plans to provide improved quantitative KPIs to manage the division/enterprise wide to support reporting to internal and external stakeholders.
